The self-determination that Bitcoin provides is a double-edged sword: both good and bad actors can freely utilize the open system
Does it make sense to shut off the lifeline to Ukrainians and others fleeing difficult situations to prevent the Russian government and other bad actors from possibly circumventing sanctions?
A more thoughtful approach would be to embrace the technology and work together with industry stakeholders to make it as difficult as possible to utilize the system at scale to circumvent capital controls
I do not think sanctions can be avoided at a significant scale: 1) the largest onramps and offramps of Bitcoin have strict AML KYC policies, 2) the largest trading venues are working closely with regulators to restrict this type of activity, and 3) smaller assets that are traded on decentralized venues and not tracked as closely do no have the liquidity to handle large transactions
